Frank's 44-Point Plan for Staten Island

Protect Public Safety

I believe Staten Islanders deserve to feel safe in every park, every store, and every block.

  1. Expand Neighborhood Patrol Partnerships
Fund civic groups to run volunteer watch programs with training and oversight from retired NYPD officers.
  2. Crack Down on Property Crime
Create a Rapid Recovery Unit to target catalytic converter thefts, burglaries, and auto crime, coordinated with the DA’s office.
  3. Light and Secure Our Parks
Install LED lights, security cameras, and increase patrol presence to make parks family-friendly again.
  4. Deploy Overdose Response Teams
Mandate mobile EMS units and addiction specialists in overdose hotspots.
  5. Hire 3,500 More Cops Citywide, 500 for Staten Island
A bigger NYPD presence everywhere is the best crime deterrent.

Strengthen Democracy

Local government should be transparent, accountable, and powered by everyday citizens.

  1. Create a Citizen Utility Board (CUB)
Give New Yorkers a formal seat at the table in utility rate cases.
  2. Replace Matching Funds with Democracy Vouchers
Empower voters, not special interests, to fund campaigns.
  3. Teach Local Civics in Schools
Require Staten Island history and local government curriculum so students grow up civically engaged.
  4. Empower Community Boards
Fund discretionary budgets, hire a full-time planner, and let residents elect at least five members per board.
  5. Increase Government Transparency
Require 311 to notify residents when a case can’t be acted on, with clear next steps.

Make Staten Island Affordable

If you grew up here, you should be able to afford to stay here.

  1. Freeze Property Taxes for Seniors & Retirees
    Stop pricing out longtime homeowners.
  2. Require a Supermajority for Tax Hikes
No more raising property taxes on a simple majority vote.
  3. Cap Annual Assessments
Prevent runaway tax bills that hit Staten Islanders hardest.
  4. Expand First-Time Homebuyer Aid
Provide enhanced down-payment help and raise purchase price caps for Staten Island buyers.
  5. Streamline Homeowner Permits
Cut red tape and lower tree restitution fees that drive up housing costs.
  6. Create a “Doge for NYC”
Task a commission with finding 5% savings in the City budget every year.

Fix Transportation & Traffic

Staten Islanders deserve fair commutes and safe streets.

  1. Pilot Safe Right Turn on Red
Allow it only where data show it’s safe, with strong senior and pedestrian protections.
  2. Expand Express Bus Service
Add weekend and off-peak routes for SIM commuters.
  3. Launch South Shore Fast Ferry Study
Finally get hard data on a Tottenville/Great Kills to Manhattan route.
  4. Build and Modernize Park-and-Rides
Work with DOT/EDC to add parking capacity near express bus stops.
  5. Install More Sidewalks & Speed Bumps
Focus on dangerous corridors and school zones.

Improve Education

Every child deserves a safe school and a pathway to a good job.

  1. Create Staten Island’s First STEM Academy
Prepare students for high-paying tech and science careers.
  2. Guarantee School Safety
Place at least two safety officers in every school and one in every UPK site under NYPD supervision.
  3. Expand Career Training
Partner with unions and local businesses to offer apprenticeships in the trades.
  4. Guarantee Special Ed Services
Make sure kids aren’t denied help just because of missed paperwork.

Support Small Business & Jobs

Local businesses are the backbone of Staten Island’s economy.

  1. Create a Red Tape Reduction Office
Appoint a Small Business Advocate dedicated to Staten Island.
  2. Waive Fees for New Businesses
Remove permit and license fees for their first year.
  3. Protect Neighborhood Retail
Limit chain proliferation in historic districts.
  4. Launch a “Buy Staten Island” Campaign
Keep dollars local and grow borough businesses.

Promote Staten Island Pride

Staten Island is unique — let’s celebrate it.

  1. Codify the Staten Island Flag
Display it proudly at City Hall.
  2. Build a Staten Island Veterans Memorial
Create a new memorial honoring Staten Islanders who died serving our country — heroes like Michael Ollis — so future generations never forget their sacrifice.
  3. Fund Borough Beautification Grants
Support murals, gardens, and neighborhood cleanups.
  4. Support Local Culture
Fund parades, student media, and public access TV that showcase Staten Island pride.

Clean Up Staten Island

Staten Island should be the cleanest borough in the city.

  1. Exempt Small Homes from Bin Mandate
Apply common sense to containerization rules.
  2. Provide Free Large Item Pickup
Stop illegal dumping by making disposal easier.
  3. Fund Community Cleanup Crews
Partner with civic groups to keep streets clean.
  4. Give Staten Island Control of Sanitation Scheduling
Increase borough commissioner authority over pickup and snow removal.

Protect Quality of Life & the Environment

Staten Island must stay suburban, quiet, and livable.

  1. Ban Battery Storage in Residential Areas
Keep BESS facilities away from homes and schools.
  2. Renovate Every South Shore Park
Upgrade equipment, ensure ADA access, and replace nets.
  3. Create a Noise Task Force
Crack down on dirt bikes, ATVs, and illegal leaf blowers.
  4. Adopt Dark Sky Lighting Standards
Reduce light pollution and preserve Staten Island’s night sky.

Support Public Health & Families

Families deserve access to healthcare and a healthy environment.

  1. Bring a Maternity Ward Back to the South Shore
Partner with hospitals to restore maternity services.
  2. Pass the Healthy Schools Act
Ban HFCS and artificial dyes from school meals, install air quality monitors in every school.
  3. Deploy Mobile Health Units
Provide screenings, vaccines, and preventive care where people live.

Bonus: Federal Advocacy for Staten Island’s Future

Even though I serve in the City Council, I’ll fight for:

  • Expansion of the 9/11 Health and Compensation Act for responders and survivors.
  • Better COLAs for Social Security recipients.
  • Increased death benefits for first responders’ families.
