As a City Council Member, I’m asking you to add your name to pass Ryder’s Law. Horses don’t belong in Midtown traffic—period. We’ve all seen the crashes, the collapses, the runaway disasters, and the close calls. This is about protecting both animals and people.

A runaway horse tore through the park this week, charging off the road toward a baby shower. A pregnant woman lying on a blanket for photos had only seconds to run before nearly being trampled. It was a reminder of how deadly this can be for everyone involved.

Currently, carriages are illegally parked in bike lanes, soliciting rides where they’re prohibited, and leaving horses unattended. With no real enforcement, these dangerous practices continue unchecked—putting lives at risk every single day.

Here’s what Ryder’s Law does—plain and simple: it phases out horse-drawn cab operations on a clear timeline, stops new licenses, guarantees humane retirement and placement for the horses (no auctions, no slaughter), and establishes a workforce development program so drivers have a real path to transition into other employment.
